Angkas Chief Executive Officer George Royeca hailed the government's Public Utility Vehicle Modernization Program (PUVMP), calling it a catalyst for social change.
"What we should do is reimagine it as a catalyst for social and economic development. The program must evolve beyond just vehicle replacement and address broader challenges faced by our society, including the plight of drivers and the struggles of commuters," Royeca said during The Manila Times Economic Forum at the Sheraton Manila Hotel on Wednesday.

He added that modernization would create a more inclusive, equitable and prosperous future.
Royeca said a modern transportation system would directly uplift the lives of Filipinos by reducing waiting time and providing reliable schedules and safer travels.
"I think it's time for us, for our own country, to develop this type of system that will really enhance the overall quality of life for millions of Filipinos," he said, adding modernization should go beyond the confines of Metro Manila. He added that creating economic opportunities outside Metro Manila could help decongest the city and jump-start the economy.
"The modernization of the transport system is more than just upgrading vehicles. It's about building a foundation of national growth, uplifting the lives of people, and really fostering a sense of community and purpose across our beloved country. For too long, many of our drivers have been ensnared in the clutches of poverty, working tirelessly day in and day out with little or zero hope for a brighter future. An effective modernization program can change this entirely," Royeca said.
The PUVMP is a flagship program under the Land Transportation Franchising and Regulatory Board, Department of Transportation, and Office of Transport Cooperatives. A major part of PUVMP is the replacement of traditional jeepneys with modern units with lower carbon emissions.
